E229 ‘Positioning Ireland for AI Success’ with Malcolm Byrne TD

Today’s guest is Malcolm Byrne, TD for the Wicklow/Wexford constituency and Chair of the Oireachtas (Parliament) Committee. It’s crucial for nations to not only keep pace but also lead the charge toward innovation and implementation of transformative technologies like Artificial Intelligence. Ireland is doing just that, with significant strides being made to position the country as a frontrunner in AI usage and regulation. Malcolm joins today’s podcast to shed light on the significant work being undertaken by the Irish government and various sectors to harness the potential of AI, while carefully navigating the associated challenges.

Technology is not a goal in and of itself; rather, it serves as a powerful tool that enables better service delivery across various sectors. As Ireland moves towards establishing a national AI office, the goal is to create a supportive hub that helps agencies and regulators deploy AI responsibly, ensuring it acts as an enabler rather than a barrier.

Malcolm emphasises the importance of this approach, highlighting that the establishment of a national AI office will oversee the implementation of the AI Act while maintaining a supportive role towards other regulators and sectors.

Malcolm’s personal journey into AI was inspired by witnessing the potential and impact of deep fakes, which opened his eyes to the broader implications and applications of AI technologies. The inflection point noted in November 2022 with the launch of ChatGPT spurred a more expansive interest in the opportunities AI presents across various industries such as healthcare, education and government services.

The creation of the AI Ireland Committee was a proactive step toward preparing the state for the challenges and opportunities brought about by AI. Comprised of a diverse group of TDs and senators, the committee’s mission is to extract insights from witnesses, formulate reports and make comprehensive recommendations to the government on positioning Ireland advantageously in the AI space.

Looking to the future, Malcolm said the Irish government is focusing on ensuring that AI is integrated into the public sector through responsible guidelines and impactful use cases. Such integration helps in delivering services more effectively, as exemplified by departments like Agriculture and Health which have already begun leveraging AI.

During Ireland’s EU presidency in the latter half of 2026, AI will be a major agenda, marked by a planned AI summit focusing on the skills required in the AI age. Malcolm highlights the necessity for an ongoing dialogue on AI’s role, especially how the technology can be deployed while maintaining critical thinking skills essential for high-value jobs.

A significant part of Ireland’s strategy is education and upskilling, with programs being developed to make AI concepts accessible to everyone – from the basics to business applications within SMEs and charitable organisations. The intention is to create a National Skills Observatory, which will include an AI observatory to monitor changes and guide reskilling efforts.

Building public trust in AI is paramount, as exemplified by historical concerns such as those over electronic voting machines. Ireland aims to address these issues head-on by conducting public awareness campaigns, thus ensuring citizens are informed and confident in the new technological landscape.

The strides being made in Ireland’s approach to AI highlight a commitment to not just understanding and using technology, but also shaping a future where AI is used ethically and effectively. With ambitious plans and a focus on support and education, Ireland is setting a blueprint for how countries can embrace technological change while ensuring societal benefits. As the journey continues, the focus remains on maintaining public trust and encouraging an environment that adapts to and thrives in the age of AI.
