Milestone Moment as EU Signs Historic AI Treaty

Today marks a significant milestone in global AI governance as the European Commission signed the Council of Europe Framework Convention on AI on behalf of the EU. This historic event occurred at the informal conference of Council of Europe Ministers of Justice in Vilnius, Lithuania.

As one of the first signatories, the EU joins key partners such as the US and the UK in endorsing this Framework Convention, the first-ever legally binding international agreement on AI. This treaty aligns with the EU’s pioneering AI Act, the world’s first comprehensive AI regulation. The Convention aims to ensure AI systems uphold human rights, democracy and the rule of law, while also promoting innovation and trust in AI technologies.

Mark Kelly, Founder of AI Ireland, highlighted the significance of this agreement: “AI has the potential to transform industries, but with great power comes great responsibility,” he said. “The signing of the Council of Europe Framework Convention on AI is a significant milestone in ensuring that AI systems are developed and deployed in a way that respects human rights, nurtures innovation and builds trust globally.”

Key Features of the AI Convention
  • Risk-Based Approach: Classifies AI systems based on their potential risks.
  • Trustworthy AI Principles: Emphasises transparency, robustness, safety and strong data governance.
  • Transparency: Ensures clear identification of AI-generated content and interactions.
  • Accountability and Remedies: Strengthens documentation, accountability and options for redress.
  • Regulatory Sandboxes: Supports safe innovation through flexible, controlled environments for testing AI.
  • Risk and Documentation Obligations: Holds AI developers accountable for their systems.
  • Oversight Mechanisms: Establishes supervision of AI activities to ensure compliance.
  • Potential Bans: For AI systems deemed incompatible with human rights, democracy, or the rule of law.

The EU will implement this Convention through the AI Act, ensuring a unified approach across the EU market. This landmark event sets a new standard for global AI governance, shaping how AI is regulated and trusted worldwide.
